          (I'm not a lawyer, but…) this executive order runs directly counter to numerous statutes authorizing and governing the NSF, which are helpfully listed here: uscode.house.gov/view.xhtml?req=(title:42%20section:1861%20edition:prelim)

        The National Science Foundation must also comply with its authorizing laws, which are quite clear about promoting the inclusion of women, minorities, and people with disabilities.

      For instance the 1980 Science & Technology Equal Opportunities Act: "Congress declares that the highest quality science over the long-term requires substantial support, from currently available research and educational funds, for increased participation by women and minorities."

    Or the 2010/11 America COMPETES act, directing the NSF to consider diversity as a goal in evaluating every grant: "apply a Broader Impacts Review Criterion to achieve the following goals: … Increased participation of women and underrepresented minorities in STEM."
