      @GregEqEd Yes, while the law guarantees each party the right to send observers to each voting table's count, for that person to walk away with the actas, the rules were changed recently to require witnesses to be on the local voter rolls; and other acts blocked observers.

    @GregEqEd So on the night of the election, the opposition had this smaller share (40%, if I recall correctly) and they put out a call for others to share actas with them, leading to the ~80% they have now. Other parties, local electoral judges, sympathetic officials may have shared.
