      This time the ICJ's statement is at least clearer in articulating something that Israel must do: ensure the safety of Gaza residents. (Which it will fail to do, and be in breech of its obligations.)

        The appropriate next move is for Israel's allies and arms suppliers, many of whom are verbally warning against invading Rafah, to set out that it must stop or lose their arms and support.
