        If not, multiple hospitals in Gaza remain under evacuation orders. Hospitals are clearly functioning as places of civilian refuge, and the risk of a second hospital massacre is real so long as they are treated as targets. (I say this regardless of ultimate responsibility at AA)

      Dozens of hospitals have been damaged, and many health workers have been killed on the job, or avoided being killed at home by being too busy saving lives to die with their bombed families.
