To be fair to Bolivian prosecutors, they are actively pursuing a petty corruption trial against the MAS-affiliated Governor of Potosí. But appearances matter, and prosecutions of ex-presidents needs to be, in Harold Washington's terms "fairer than fair."

Ultimately, accountability for grave human rights abuses is more important than that for executive procedures. And the appearance and/or reality of endless prosecutions of political opponents must be avoided to ensure that.
