        More importantly, how many changes in culture or policy were made in response to the deaths of 61 people, injuries to 867, and shooting of 413? We can still see the policy shifts post-9/11 all around us.

      Of course an almost hyperactive memory of September 11 was made possible by mass replay of the violence in the first month, injunctions to never forget, memorials in every state.

    By wrapping 9/11 victims in the flag (and, among other things, making literal flags covered with their names), by naming the event after a date, and by public memorials, the attack was made "unforgettable."

      But without a foreign enemy or a war, the largest mass killing in the USA since 2001 doesn't stick in the national consciousness.
