        This shift is a fundamental reposition of the MAS-IPSP government, which previously argued in 2012 and 2017 that a very flawed consultation process had already approved the highway.

          Evo Morales, the lead sponsor of the project, argued for its revival during the 2021 regional elections, but the MAS-IPSP lost Beni.
