Áñez is also held guilty for assuming the office of Senate President early on the morning of November 12, and for issuing orders to the military as if she were Senate president on November 11.

The military leadership is held liable for facilitating her to convene these sessions, over the wishes of acting Deputies Chamber president Susana Rivero (first in line after Victor Borda, whose resigned under duress).

More later, but this judgment is a substantive accounting of the November 10–12 transition, and the rules of succession. In particular, Kaliman's 10-year sentence is not primarily based on his "suggestion" that Morales resign.
