Most deaths since the October 1982 restoration of democracy have been caused by the state, but all seven of these deaths were victims of private violence. Deaths separate from the state have been more common under left-indigenous MAS-IPSP governments.

The deaths at Tomás Frías University and in Tinguipaya occurred within the broad umbrella of movements affiliated with the ruling MAS-IPSP party. The government has a special role in combating such violence.
