            1. May 2022 was an unusually bad month for deaths in political conflict in Bolivia: seven people were killed in two social movement-related conflicts, all of them in Potosí. To put those deaths in context…

The seven people killed in May* included five students killed by a stampede in Potosí's public university after a gas grenade was set off during student elections, and two during a melee in Tinguipaya between rival local factions.

Deadly political violence in Bolivia is intermittent and seven deaths in one month is unusual. Just five people had died during the prior 29 months. (* This dataset treats fatal injuries as occurring the day they were inflicted.)

Most deaths since the October 1982 restoration of democracy have been caused by the state, but all seven of these deaths were victims of private violence. Deaths separate from the state have been more common under left-indigenous MAS-IPSP governments.

In particular, non-state-involved violence has accounted for 11 of the 12 deaths under Luis Arce. The other was a member of the security forces killed by La Paz coca growers.

Authorship of the violence, and the possibility of nonviolent causes of death is a matter of dispute in several of these deaths. I detail those issues here: woborders.blog/2021/12/31/four-deaths-2021/

So far, the Arce government's security forces haven't killed anyone protesting. This is the first government to do so since Eduardo Rodriguez (in office for seven months) in 2005. (Rodríguez, with no deaths at all, does not appear on this graph of deaths by presidency.)

The current stretch without deadly security force violence against protesters in Bolivia (since November 2019) is the longest such stretch in the democratic era. (State perpetrated violence appears in dark green in these charts)

There have been thirteen presidencies since 1982 in Bolivia. Even after this deadly May, Luis Arce's has seen the fourth-lowest rate of political conflict deaths per year.

The deaths at Tomás Frías University and in Tinguipaya occurred within the broad umbrella of movements affiliated with the ruling MAS-IPSP party. The government has a special role in combating such violence.

Rapid arrests and prosecutions occurred in the university case. The case also shown light on corrupt dynamics in "student" unions. it's unclear what has happened following the Tinguipaya violence.

Finally, Potosí department, which suffered all 7 of the May 2022 deaths, had only been the scene of 7 prior conflict deaths since 2000. La Paz and Cochabamba have seen the highest toll.
