    1. In what strikes me as a uniquely twisted line of argument, the OAS report on Bolivia's 2019 election counted the opposition burning down the electoral tribunals as failure of the government to maintain adequate safeguards over the ballots.

    The arson attacks on six Departmental Electoral Tribunals were mass actions, most of them committed with hundreds of supportive witnesses. They destroyed a significant share of the ballots. @CarwilBJ/1481142426311999490

        In the alternate universe where the Bolivian government "adequately coordinated with security forces" to stop these arsons, there would have been many bodies on the ground. Besides the human cost, it would have rendered the Morales government the villain on the world stage.

          Besides, we now know (and have known since the Nov 8 police mutiny) that the police had a deep, if hidden sympathy for the opposition and likely would never have cracked down on the arsonists.

            The OAS audit was charged to find all sources of irregularity in the election, but holding the arsons against the electoral authorities they burned down is a bridge too far. @CarwilBJ/1481142506695925760
