        It was thus hard to tease out which arrests and lines of investigation were legitimate and which were political retribution. Many indigenous leaders suffered long pre-trial detention; some fled to exile.

          Meanwhile the scandal cut off the main independent source of funds for indigenous communities and organizations. This put them in a more dependent relationship on the executive branch of government, and therefore the MAS-IPSP.
