This news comes via a "diplomatic source" who leaked a partial copy of the judgment to Santa Cruz, Bolivia-based El Deber. eldeber.com.bo/pais/fallo-de-la-corte-idh-la-reeleccion-presidencial-no-es-un-derecho-humano_242939

It's obvious from their image of the judgment that this was not the final decision, which the IACtHR completed at the end of their last session but has not yet released. The Court has confirmed that this is not the official judgment. paginasiete.bo/nacional/2021/8/12/corte-idh-aclara-que-no-publico-su-opinion-sobre-la-reeleccion-indefinida-303806.html

Despite the unofficial nature of the news, Bolivian politicians have leaped into over-reactions: Carlos Mesa has called for Morales to be put on trial for the TCP's judicial over-reach. la-razon.com/nacional/2021/08/12/mesa-pide-juicio-contra-morales-tras-opinion-de-la-corte-idh-sobre-la-reeleccion/

Meanwhile, Evo Morales has reacted by alleging the court is antidemocratic and owned by those who oppose him: "Now we know who the IACtHR belongs to, and who the OAS obeys." @noticiasfides/1425968581569810434

Of course there is are very nonpartisan reasons for term limits, argued for here by the Inter-American Commission on Human Rights. @CIDH/1310632593466032138 Term limits were also in the 2009 Bolivian constitution, and were agreed to by the Morales administration in 2008.
