While breaking up a blockade organized by the Armin Lluta's faction of Adepcoca (the coca grower's association in the La Paz yungas), two members of the Bolivian police were shot. Flores and members of the police have alleged that Lluta may have coordinated with "Peruvians" or "foreigners" to attack the police. Such talk has accompanied coca-related deaths in northern La Paz since at least 2013.

The Adepcoca dispute is one of many factional conflicts that emerged during the Evo Morales administration. This is a prominent opportunity, casting itself as committed to dialogue and reconciliation, to follow through on resolving them.

Deaths in Bolivia's coca conflict dropped dramatically once Morales took office, and they shifted out of the Chapare to the La Paz Yungas and the Yungas de Vandiola.

but the conflict around Adepcoca and the La Paz Yungas has led to six deaths since 2018, and apparently the first conflict death under Luis Arce.
