        Moreover, the constant overwhelm of the Bolivian justice system mean that most Bolivian prisoners are awaiting trial. Past efforts to hold leaders of right-wing violence accountable have stalled for years in this morass.

          One bigger picture question, IMHO, is whether some Bolivian orgs developed a hostile attitude towards the MAS after years of being targeted for their support of community struggles.
