        "Technology transfer" was recognized as essential *31 years ago* in the UN Framework Convention on Climate Change, but green tech IP sharing remains minimal.

          We need to structure competitive races to develop necessary technology, and cooperative races to deploy it. Vaccines, windmills, solar panels, and storage batteries for all!
