      1. What happened to the Bolivian vote in 2019 and 2020? Voters in El Alto, the Altiplano, and rural/peri-urban Bolivia held back their votes from Evo and gave them to third parties, led by Evangelical Chi Hyun Chung, in 2019. This year they came home. woborders.blog/2020/11/24/arce-reclaimed-majority/

The disenchantment and coming together of the MAS-IPSP base is driving the vote shifts.

On the other side Mesa lost a big fraction of his coalition to a rising Camacho. (Put differently, the Eastern Right voted strategically in 2019 and selfishly in 2020.)

The Center-Right alliance lacked the majority of votes they need to defeat the MAS in 2020, and contrary to the fears of many (including Evo?) they probably wouldn't have had them in a December 2019 runoff either.
