      In short, besides the OAS, very small teams that won't be able to comment extensively on election-day irregularities, and in some cases on counting irregularities.

        While accepted and invited by Morales before November 9, 2019, the OAS's impartiality has been severely question/rejected by many on the left since. It's Guaido alignment in Venezuela does not help. This election needs a second full team of observers.
