          Eleven and a half months of minority rule seem set to change the vote count by less than 5% for the two largest parties, which is a pretty dramatic failure for Áñez and Camacho.

        Camacho could lead a regional party with some influence over a President Mesa, or near-total exile from a President Arce. Áñez will face retirement and calls for justice about the massacres of November 2019.

      It's not that these forces didn't seize power fairly dramatically, and try to wield it in authoritarian ways. Rather, the balance of power between state and society favors the latter in Bolivia in ways I don't think I fully realized.
