        Cuba isn't a rich country though its GDP/capita is about twice Bolivia's. If descriptions are accurate, Cuba's medical brigade offered Bolivia skilled labor in exchange for hard currency.

      Which makes sense since Cuba has invested heavily in training medical professionals and faces a currency crisis bc of the US embargo.

    Also, per outraged comments, Bolivians wish their doctors could have these jobs. I'm skeptical given that Bolivian public sector doctors demand bonuses and shortened hours to work in rural areas.

      It may also be the case that the Cuban doctors brought public health and development support skills not possessed by typical medical school graduates.
