      @Pichicateru @DiegoJEsca @CFValverde In the former case, in Cochabamba, police stood down, allowing an armed civic movement crowd in Cala Cala to attack MAS supporters in the Plaza de las Banderas, who had sticks. Two of the many people they shot in the first half hour died.

Bc they were unwilling to get into a potentially deadlier shootout? Bc of complicity? Unclear. What is clear is that armed opponents of the national government killed supporters.

          @Pichicateru @DiegoJEsca @CFValverde In Pando on September 11, again police loyalties were uncertain. The opposition governed region was several weeks into claiming its de facto autonomy.

            @Pichicateru @DiegoJEsca @CFValverde Yes, there was an armed militia among the pro-MAS side. However, they didn't kill anyone. Again, what is clear is that armed opponents of the national government killed supporters.

              @Pichicateru @DiegoJEsca @CFValverde Meanwhile, there are scores of deaths across nearly all of the presidencies in my dataset recording local conflicts. By far the largest of these being the Laymi/Qaqachaka/Jukumani guerra de los ayllus. And the second largest being disputes among two kinds of miners in Huanuni.

                @Pichicateru @DiegoJEsca @CFValverde We can certainly lament the failures of multiple presidents to prevent the killings in these conflicts. But if we do, we have to acknowledge that the MAS-IPSP did as much or more to create a durable peace in these 2 places as any prior government.
