    @Pichicateru The disparate periods of time emerge from this graph of deaths by year. They also are the clearest way of asking whether the MAS period is or is not different than prior periods.

      @Pichicateru But, yes, comparisons by presidency are the most natural unit. Evo Morales: 9.9 deaths/year. Median (1982-2019): 9.8/year. Evo Morales: 2.4 killed by security forces/year Median (1982-2019): 4.5/year [It's not fair to hold the brief post-Evo periods to their averages]
