                1. This made the news because (1) Agetic's Morales-era head Nicolas Laguna was indicted in the electoral fraud probe in November; (2) The new Agetic head made the finding public, claiming it was a big deal. lostiempos.com/actualidad/pais/20191122/emiten-orden-aprehension-contra-exdirector-agetic-delitos-electorales

Of course, downloading wouldn't be a problem. Uploading and inserting modified files into the chain of custody would be evidence of fraud. Once again, having a *neutral caretaker government* handling the investigation would help clarify the situation.

Controversially, it also ran a social media operation in defense of government policies and the ruling party. This unit had 10 employees, paid $2000-2500/month. They were researchers, communications specialists and sociologists, per the new Agetic head. paginasiete.bo/economia/2020/1/6/los-guerreros-digitales-solo-marcaban-ingreso-salida-242557.html

However, these "digital warriors" have been branded by the new regime as "information terrorists." jornada.com.bo/nicolas-laguna-digito-acciones-terroristas-desde-la-agetic/

Apparently they maintained their loyalties to the MAS and ran anti-Áñez Facebook pages at work, for which they were raided and arrested in January. paginasiete.bo/nacional/2019/12/31/detienen-tres-guerreros-digitales-de-agetic-que-atacaban-al-gobierno-de-transicion-242100.html
