        Let's accept for the moment the debated, but prima facie case for electoral fraud, including the actions of partisan member of the Electoral Tribunal and local party activists, as described by the OAS and EU.

      It's not at all obvious that the various actors pushing votes towards Evo even coordinated with themselves rather than each pursuing their own partisan interests. They certainly could have done so w/o "direct orders" from the president.

    Biased and partisan officials may have deliberately or unconsciously pushed results in an uncoordinated manner. Witness Florida 2000 and 2018. Witness most of the history of electoral fraud, honestly.

      Now suppose there was in fact a server-side intervention to manipulate the vote count, something that the OAS concluded was possible, but not confirmed. Again, it's not "obvious" that the president knew about it, or "unthinkable" that someone ran this operation independently.

          But to name five officials, all or none of whom could have initiated and coordinated such a conspiracy, and to allege that logic implies that all five of them are guilty is a huge logical overreach.
