      Mesa's legal document (available here: docs.google.com/viewerng/viewer?url=http://www.la-razon.com/nacional/animal_electoral/ampliacion-electorales-presentada-Carlos-Mesa_LRZFIL20200212_0003.pdf) argues that it is "impossible to think" that the alleged electoral fraud could have occurred w/o the support and orders of the MAS leadership.

        Mesa specifically names five individuals—Evo Morales, VP Álvaro Garcia Linera, Min. Juan Ramón Quintana, Min. Carlos Romero Bonifaz, Min. Hector Arce Zaconeta—as participants in the conspiracy. There is no new evidence in the filing.
