    Police killed four miners, some while VM Illanes was sent to negotiate, likely provoking his death. They failed to rescue him or provide aid.       No criminal charges and little investigative energy went into understanding the four miners' killings. (A fifth had self-indlicted wounds during the condlict.)

        This was a deadly conflict in which there were costly and sometimes criminal decisions, but I leave it to @leh_vanessa to explain what criminal responsibility she thinks Carlos Romero has in the events.
