    Apparently, even as Kaliman read the announcement of the deployment, the generals who threatened him were fearing their arrest for insubordination.

        It seems extremely likely that the same set of officers were involved in the civic movement talks brokered by López, the pressure campaign on Kaliman, and the new high command. And that a deal was made between the new civilian leadership and the military.
