      So when Bolivians perceive USAID as an extension of a simultaneous drug war, or a US recruitment tool for political allies, they are (in the big picture) perceptive rather than paranoid.

        This doesn't mean that every USAID project in Bolivia was a disaster or a plot. There might not have been spies lurking within the organic chocolate export catalyst program. Nor should the Caranavi bus station have foregone an upgrade.

          USAID's design poses a problem for US Americans (like me) who think our country owes material reparations to the global South, but don't want it to be used as a tool for manipulating other governments.
