              This limit was voted on by Bolivian voters (who could have chosen 10,000 but didn't) and backed by Morales' grassroots base. His government set it aside its bear hug of lowland agribusiness.

      As late as September, Morales government officials were telling the press that Santa Cruz agribusiness would never desert them electorally. This was obviously mistaken.

    The Bolivia Dice No political alliance, to which Áñez aligned in 2019, has roots in the same agribusiness elite and no real plan to end deforestation.
