It's unclear if Añez took these moves to overcome quorum issues, surpass a MAS-IPSP boycott, outflank an alternate figure or just to speed up the process.

Including the MAS-IPSP and its millions of voters (a plurality in October) is absolutely vital for the interim president and today was a very bad show of doing so.
