The "occupations" had already been active yesterday in Cochabamba and spread today in Cbba, Santa Cruz. These are essentially sit-ins and caution-tape "closures" of institutions.

In short, the announced measures are less a means of pressure than a demonstration of continuing resolve. De facto, they illustrate a lack of consensus among the opposition to genuinely try to push Evo Morales out this week.
